ICBM Campaign Manager (Contract)
Washington Physicians for Social Responsibility (WPSR) is a 40-year-old, physician-led advocacy organization working to create a healthy, just, peaceful and sustainable world. We take on the gravest current threats to human health and survival - nuclear weapons, economic inequity, and a climate crisis driven by dependence on fossil fuels. Through its three issue-based programs, WPSR leverages the credible and trusted voice of healthcare professionals to educate the public, influence decision-makers, and promote public policies that support our mission -- including local, state-level, and national action to address the climate crisis.
This one-year pilot will directly inform how WPSR and a larger coalition pursue a broader, multi-year initiative to eliminate land-based nuclear missiles in the United States. The contractor’s work will help determine strategic feasibility, community readiness, messaging considerations, and provide recommendations for ongoing work. The contractor will serve as our core organizer, and if successful, the contract has a high probability of renewal.
Location
Remote, with significant travel to ICBM-hosting states. Preferably located in Montana, Colorado, Nebraska, North Dakota, or Wyoming.
Compensation
$4000-$5000 per month for a full-time contract, depending on experience. No benefits are provided with this contractor role.
Position Summary
Washington Physicians for Social Responsibility (WPSR) seeks an experienced organizer/consultant to lead a one-year initiative focused on learning, relationship-building, and strategic assessment in communities connected to the U.S. land-based Intercontinental Ballistic Missile (ICBM) system, to inform how WPSR and a larger coalition should pursue a long-term, multi-state strategy related to opposing the Sentinel ICBM program. The contractor will work closely with WPSR staff and will be supervised by WPSR’s Nuclear Abolition Program Manager. The position will consult regularly with WPSR’s ICBM working group and relevant policy and communications experts in the field.
The contractor will organize communities, stakeholders, and experts across five ICBM-hosting states and nationally; assess political, economic, cultural, and ethical dynamics; and produce strategic recommendations to guide future organizational decisions.
The Project Organizer / Strategic Learning Consultant will lead a one-year exploratory initiative focused on learning, relationship-building, organizing, and strategic assessment in communities connected to the U.S. land-based Intercontinental Ballistic Missile (ICBM) system. The project will focus on understanding local and national perspectives, building trusted relationships, and evaluating opportunities and barriers to developing an effective long-term strategy. The knowledge gained will inform future efforts to engage these regions in addressing the risks, costs, and opportunities associated with land-based nuclear missiles as a part of a national strategy to eliminate and defund the Sentinel/ICBM program.
The initiative will take place in the five states most directly connected to the ICBM force—Montana, North Dakota, Nebraska, Wyoming, and Colorado—and involve national or other state/local organizations that can contribute meaningfully to the project goals.
We’re seeking applicants with experience and passion for community-based research, organizing, and addressing the threats posed by nuclear weapons. We look for smarts, community engagement, project planning and management experience, excellent judgment, communication and organizational skills, and initiative and resourcefulness.
Key Responsibilities
1. Learning & Landscape Assessment
Research recent and current community engagement with ICBM opposition efforts/campaigns, and local perspectives and attitudes toward nuclear risk.
Assess implications of and community response to expansion/modernization, including land use, infrastructure, jobs, and environmental concerns.
Gather insights from national organizations, experts, and stakeholders deeply involved in nuclear policy, defense contracting, land use, and national security.
2. Relationship & Trust Building
Establish contacts with community members, local leaders, veterans, landowners, tribal representatives, health professionals, faith leaders, and other stakeholders.
Engage with national experts and organizations to inform strategy and create an advisory network.
3. Network & Partner Organizing
Identify potential local, state, and national partners aligned with project goals.
Map networks of influence and potential local champions within each state.
Coordinate a regional anti-ICBM network and coalition.
Build out an expert advisory council.
4. Learning Exchanges & Dialogue
Organize and facilitate meetings, listening sessions, interviews, panels, and learning exchanges, emphasizing dialogue over persuasion.
Identify trusted messengers for education & organizing efforts.
5. Strategic Analysis & Reporting
Develop state-by-state and national strategic insights, including community readiness and assessment of opportunities for & barriers to deeper engagement.
Present monthly updates and a final report with strategic recommendations.
Travel Expectations
Approximately 10 - 12 weeks to visit communities in the five ICBM states.
Qualifications & Experience
Required
Demonstrated experience in community engagement, organizing, qualitative research, or movement-building.
Strong listening, facilitation, and relationship-building skills across diverse political, cultural, and geographic contexts.
Ability to work independently, manage travel, and synthesize complex information.
Excellent written and verbal communication skills.
Comfort engaging in politically sensitive, values-driven conversations.
Preferred
Experience working in rural, conservative, or defense-impacted communities.
Familiarity with nuclear weapons policy & national security issues.
Background working with faith, health, veteran, tribal, or agricultural communities.
